Prevention of Psychological Harassment (Mobbing) in the Workplace

Mobbing is defined as a concept that includes hostile and unethical behaviors directed at an individual by one or more persons, putting the individual in a helpless and defenseless situation through continuous actions that also prevent them from escaping this state of helplessness.

With Circular No. 2011/2, published in the Official Gazette dated 19.03.2011 and numbered 27879, it was deemed appropriate to take certain measures to protect employees from psychological harassment. Within this scope, it was decided to establish the “Committee for Combating Psychological Harassment” within the Ministry of Labor and Social Security with the participation of the State Personnel Directorate, non-governmental organizations, and relevant parties to monitor, assess, and develop preventive policies regarding psychological harassment incidents faced by employees.

In the Circular No. 2025/3, published in the Official Gazette dated 06.03.2025 and numbered 32833, it was decided that the Committee for Combating Psychological Harassment, which was established within the Ministry of Labor and Social Security under Circular No. 2011/2, would be reconstituted and convened.

The Committee is intended to contribute to the determination of nationwide policies for combating psychological harassment in workplaces, coordinate education and awareness activities, conduct or commission research and investigations, prepare reports, guides, and informational documents, and carry out public awareness activities.

Additionally, it has been stated that Circular No. 2011/2 has been repealed.
